What is a Local Place plan?

Local Place Plans are community-led plans setting out proposals for the development and use of land.  Local Place Plans are part of the Government’s wider work on planning reform and implementation of the Planning (Scotland) Act 2019 (the 2019 Act).  They offer the opportunity for a community-led, collaborative approach to creating great local places.
Local Place Plans can support community aspirations plans will set out a community’s aspirations for its future development and on the big challenges for a future Scotland.

Why is a Local Place Plan important?

​It is vital that local people have the opportunity to engage meaningfully and have a positive influence in the future planning of development in their areas. The aim is to significantly enhance engagement in development planning, effectively empowering communities to play a proactive role in defining the future of their places.
Registered LPP are community-led documents which the City Council is legally required to consider when preparing the new Local Development Plan (City Plan 2040).
This Plan is made by the Balerno Community Council (the Council), the Council having noted that Local Place Plans are authorised by s 15A of and Sch 19 to the Town and Country Planning (Scotland) Act 1997 as amended by s14 of the Planning (Scotland) Act 2019.  In preparing this Plan the Council, as required by para 1(4)(a) to Sch 19 referred to, has had regard in particular both to CityPlan2030 as the relevant local development plan and also to National Planning Framework 4.
