Balerno Residents to pay the Congestion Charge after all
The three Scottish Executive reporters who headed a ten-week investigation into the proposed Congestion Charge have rejected the hard-won concession to exempt Balerno residents from the proposed Charge. The ruling means there will in future be two classes of Edinburgh council tax payer – those who pay the Congestion Charge and those who do not.
